If you do read the persons description of it it is not a great description for even low torque. The actual cap is for preload but a cap that will deform is not ideal and the description made it sound like that was a huge possibility.
the actual cap is also a cheap plastic POS that will deform if you preload too much. Kind of Shimano's way of idiot proofing. Either way, serves no purpose except to keep mud daubers from building a nest in the hollow spindle once the arm bolts are tightened.
