Depends on what you launch them from, doesn't it? I'm reasonably certain the Germans would eventually have gotten around to SLCMs.
Unless they figured out how to launch anything other than a torpedo from the U-boat, which I'm not aware they did, they didn't have a platform from which to strike the East Coast.
