Copper yes, people steal wire all the time. Aluminum cans. But last I looked (granted it was 50 years ago), steel was dirt cheap for scrap.
When you are broke, homeless and/or on drugs, every penny helps. Take the people you see pushing shopping carts loaded with all types of metal. In my 'hood, we have "junk men" who drive around just before trash day. They take anything made of metal, even if it had no use, except the stuff in the recycling bins, because that can get them into trouble with the law.
