The lights represent a range.
Solid green is above 75% to 100% charged.
Flashing green is above 50% to 75% charged.
Solid red is above 25% to 50% charged.
Flashing red is above 0% to 25% charged.
The system cannot indicate 0% charge because at that point the battery is dead and unable to power anything.
