​​​​​​There's more to it than that. National Parks ask people to pee on rocks not plants because the goats lick it up and will kill the plants. If it was blanket illegal to pee anywhere outside they wouldn't have those signs, or let people camp anywhere without a toilet. On that note, official backcountry toilets don't have walls.

I think what we're all doing, using common sense and being respectful, probably isn't illegal, at least in western states.
