Easter Bikes "Carpe Diem" ?

A friend has this bike and wanted info about it. I'm a road guy and don't know much about track bikes of this era (my track bike is a '50s Mertens) so I'm hoping someone will impart some knowledge regarding this frame.

Decal remnants (if original) are: "Carpe Diem" (cursive script) and "EASTER BIKES" (block letter script) both on the downtube. I assume the fork is a replacement. I was not told if bike is alloy (probably), steel (doubtful), or Ti. It is posted on another site, but no one has given any ID info or history. Thanks for helping.
