I think it's a 1972 based on the lack of Nervex lugs. And I agree that $400 might be market rate at the moment, but it's far too much for that bike. I think I've owned four PX-10s, either bought as frame/fork only or complete bikes, and none was a keeper. My favorite ended up as a 3-speed build.
This is a great build. I know you built this with 26 x 1 and 3/8 rims. I'd be tempted to try this out since I have a set of rims this size but tire selection is limited. At this point, I'm more likely to go with 650b.
