That certainly is an option. I'm not sure as to how paint adheres to that stuff, but it probably would be fine with proper prep.
I have a micro torch that is good for this type of work, certainly enough to get solder flow without severely heating up the tubing beyond the repair area. I will experiment on some trashed painted tubing. The frame paint is far from perfect, and may get a full paint job, which I hate doing because I can't decide on color(s)/scheme; it's hard enough for me to decide on what components to fit.
