I will often rotate used front to rear and put the new tire on the front. That typically works out pretty well.
That's the way you should do it, but with tubeless I just leave the front on and change the rear. 1 front to 2 rears is about right.
In addition to avoiding the extra work of dismounting/remounting the front, there's also frugality and vanity at play - I want to get my money's worth out of the tires, but I like to try different tires and I don't like being mismatched on the bike, so 1f:2r is the best compromise for me.
