I don't doubt your personal experience, but given it had a 22.2 Cinelli in it previously and it was totally jammed despite being barely inserted 1.5" (stem is 22.0 until you reach the top of the split, then it jumps to 22.2 within 5mm of there), I'm thinking my steer tube may be a little less tolerant than other bikes. I appreciate the possible solution, but without being to take a digital caliper to the middle of the quill to confirm it's undersized, I think there may be a reason the seller made this part of the description pretty intentionally larger font and bolded:
For 1-inch/22.2mm diameter threaded forks/headsets.
