Like so many things, it depends.
Around here, some of the MUPs are better alternatives since they don't have the traffic signals that the streets do. That means you have a higher average speed compared to the street, even if you obey the 15 mph speed limit.
That's fair. Generally, though, in a city, I find I'm usually able to route on streets with few enough stops to keep my average speed up above 15.
