Looks fine to me. Those markings are from previous positions its been in and ridden (mild flexing gradually wears off the anodizing). I've had this with a number of (used) stems I've bought. Some black market will tidy things up nicely.
Or course, but I wasn't looking at the scratches, but how relatively high out of the frame that stem looks. Unless it something like a Nitto Tallux or Technomic....
Maybe I am too used to the "slam that stem" aesthetic.
