True, it isn't trivial - but if the framebuilder says he'll do it, it is the framebuilder's non-trivial issue to grind the thing off the tubes. For the OP, it's just a case of paying for the labor, however much it may be.

Those chainstay dents could be filled with silver, if the high points are not that obtrusive.
