Quebec has over half of the cases and deaths from covid-19 in Canada, and within Quebec, the majority are within greater Montreal. In fact, Quebec's numbers are worse than some US states. I don't want to start a debate, so I'll simply say that Montreal is a whole other story right now in Québec. The numbers you are seeing are very generous and inflated. If you remove Montreal from the equation, you get the right numbers.
