I have a canari short made of 92% Cotton and 8% Lycra and have no problem.
I have another short which is 80% Nylon and 20% Elastene, which I purchase from PBK.
The Elastene short is causing my middle leg to shrink like never before.

I can assure you that it is impossible for clothing to actually shrink one's genitals. Of course the apparent size changes with temperature and other conditions, but no shrinkage or extension.expansion actually happens.
My advice: simply enjoy the riding and if necessary get and use different shorts that make you feel "comfortable."
