The formula I have always used and found pretty reliable is:
x -(70 – y)/2 = z
x = higher rated/lower degree bag/quilt
y = lower rated/higher degree bag/quilt
z = combined rating
So for example if my sleeping bag is rated 32F and my quilt is rated 35F, that would be -33f?
