Brompton Fold Trouble

I’m having some troubles with the fold on my brompton. I have a 2012 M6R. When folded the bike should roll freely on the wheels of the rack without the front wheel turning. This isn’t happening. The front wheel turns and the spokes rub on the chain for the IGH.

When I first purchased the bike this didn’t happen.

Looking at the fold, it appears as though the frame needs to be a few millimeters higher to allow clearance. I have inflated the tires, ensured the hook for the front wheel is properly seated (there isn’t anyway for it to be unseated), and conducted a thorough inspection of all the folding bits.

I’m lost….any suggestions? Pictures would be nice.
