That's usually a child's wheel, so tubes will typically be quite girthy, and tyre choices can be frustrating.

Not to be confused with 16 3/8 rims, as used by Brompton etc, which have a bead seat radius just 3mm smaller than an 18ins wheel - those tyres and tubes are available in thinner sizes, including popular choices like the Schwalbe Marathon.
