Yes, it is and a brutal one to say the least. 12in of fresh snow and -4degF, much lower wind chill to boot. Terrible if not outright dangerous commuting weather today. Put the bike away for now. First time in 5 years I had to do that. Waiting for mid to late week until this arctic blast breaks away.
