I guess it's a cottered crank, isn't it? Those multiple bands on the frame tubes look like those foil/mylar things Dawes used to use, among others.

It's interesting that the seatpost is way too low, given that Palin is standing flatfooted with his ass on the saddle. I guess he never had to ride it very far at one go before crashing again. I'm not quite sure how he kept catching his trouser leg on the pump when it's all the way up on the top tube--would have made more sense if it was on the seat tube or down tube.
