I'm not a lawyer. Heck, I didn't even sleep in a Holiday Inn Express last night, but I tend to think this isn't necessarily true, at least in my neck of the woods. Pedestrians still have some responsibility when crossing the road. They can't just wantonly step into a travel lane without repercussions if they get hit. If they're in a crosswalk, they're covered outside of that, they should be held responsible for their actions.
