Maybe. I helped my friend convert his bontrager duster wheelset, rear was 12mm, front was 15mm. He bought a conversion bushing online. However I had to turn down the outer dust caps on a lathe. The OD of the dust caps didn't fit into his fork, so I turned them down by maybe 1mm? It was just clearanced to fit.
