Replacing the shifters is expensive. However, very often spraying the heck out of them with WD40 and working them will make them functional again. You can also have them rebuilt, at least here in the USA, for around $50 each. You would need someone to remove them and ship them in for service.

Around here that bike is desirable. I have heard the market in Australia is strong right now..
