Continental Speed Rides are great multi-use tires. They're labeled 42mm but inflate to about 38-39mm on most hybrid width rims. They're light, they're foldable, they're comfortable, and they're inexpensive (about $25 per). You can certainly spend more on tires (and good tires are worth the money), but the Speed Rides are a great value if shopping in this price range.
