Are you certain it's not just the various shift ramps on the cogs that give the illusion that it's not true? Perhaps the old 7sp cassette did not have very prominent shift ramps (if at all)?

Yes, I thought that too.
So I used a magic marker on the rear part of the large cog as I turned it; it is like a buckled wheel ; marker on about a third of the cog , thin to thick to thin.
I tried the inner part of the large cog too; the marker shows on only one point ( four adjacent teeth) ; there are 4 separate ramped sections; so it is not the ramps.
