Not at all surprising to me. Especially since the three sites are relatively near each other. Now, if it was advertised in San Diego and Augusta, Maine, that would be a different story.

There are some people who travel, and are willing to deliver.
However, Bloomington is only 380 miles away from Madison, and 642 miles away from Minneapolis, MN
I'll travel some distance, but not 600 miles for a $200 bicycle.
I'd call this just SPAM.
And if the seller is serious, then they'd say where the bike is and how they anticipate to get it to the buyer.
