A middleweight that piqued my curiosity

Ended up in a Facebook discussion regarding a Miss Fisher's Mysteries convention that's coming to Richmond this July (realized I can't go, what the weekend would cost me could buy me a couple of mint, complete Rossins at eBay asking prices - or refurbish about 1/3rd of my workshop), when an reenactment friend mentioned she had a couple of old bicycles she'd like me to look at. The one is ordinary: a mid-50's AMF Roadmaster paperboy's bike, the kind that some kid got if his parents were unable to afford a Schwinn, but in very well cared for condition. Well worth taking it down to buff out and put back into very nice shape.

The other one has me wondering what the heck it is. Here's a couple of pictures she sent me, from the original Facebook post:








Yes, the fork is bent. Compared to the AMF, this bike definitely seems to be about ten or more years older, the style is definitely archaic for my childhood days. Anyone have any idea of what I'm looking at?
