I have a few years old Giant Contend 1. The rear wheel has developed cracks around the spokes, possibly because I'm on the heavy side (230lb). Fortunately I have a back up so replacement is not super urgent but I'm having a hard time finding a replacement. The wheel is 700c, 9-speed Shimano, tubeless, quick-release, rim brakes, 24 spokes (do I need more?). On the side of the Giant wheel is "ETRTO-622x17".

I checked with my LBS and they aren't doing anything but selling bikes at the moment, so they can't help me.
If you just search "700c rear wheel rim brake" in your favorite search engine, you will find a ton of options. Look for a wheel that matches your dropout spacing and you should be fine. Assuming the bike uses 130mm spacing (based on 9-speed), something like this should work:
