A friend used to work for the city of L.A. screening lawsuits. He said the most common lawsuit was for bee stings. Yes, people who were stung by bees would try and sue the city.
The most famous one he was involved with was the family of a bank robber who sued on behalf of the bank robber's daughter after the robber was killed by police (while he was firing an automatic rifle at them). They said that a bank robber could make around $2million during his "career" and this guy's daughter was deprived of that income when he was killed. I don't know what the final outcome was.
