Probably not. If you're wearing bibs without shorts over the top, a jersey could be useful because of the back pockets. Keys, wallet, phone, banana, pump, etc. Some of that can be stashed in a seatbag, but then you have to stop to get at it. Personally I would never go with a cotton shirt, as it doesn't get rid of sweat fast enough. A jersey would do better there, but so would a "technical tee". So the last remaining reason for a jersey is aerodynamics, if you're riding such that a flapping shirt makes a difference to you. For me I prefer a flapping shirt to a clinging jersey, but I got a free jersey from work for our "cycling club" so I'm trying to get used to wearing it on lunchtime group rides.
