Sounds like your wife would be best served by a city bike. The PUBLIC C9 Aluminum has a claimed weight of 24.5 lbs.

Yes, it has 9 speeds. Remove the derailleur, swap out the 9-speed wheel for a single-speed wheel, and it will be even lighter.
