Help with first build

Going to try fixing up an old MTB and have a couple questions as this would be my first build experience. I would like a 2 motor setup (not an electrical engineer but can get their help) with 2 controllers and use one battery. Proposed setup as follows:
2 MXUS 250w 36v hub motors
2 36/48v 15 amp controllers
1 LCD dsplay generic
1 PAS sensor generic
1 thumb throttle generic
1 set of ebrake levers
2 36v 17ah batteries (one for ride to the beach and everyday commute, the other for using on the trails so I won't have to conserve power for the ride home)

Expected bike weight with rider is 260 lbs/ 119 kg


Questions I have:

1) would a cycle analyst be required/recommended?
2) will 250w / 36v be sufficient (not looking for speed above 20 mph)?
3) anyone ever order from elecycle and what was your experience?
