You need to reapply when it rains unless you mix a little dish soap and water together in a spray bottle, spray that on, let it sit for a minute, then sprinkle Cayenne on. But it'll wash off after one or two light rains, reapplication is necessary. It's a hassle and some of them still don't care, they'll eat your stuff anyway.
