I would recommend saving up until you can afford a deep carbon rim that has a reputation for good crosswind handling. I’ve ridden my Light Bicycle WR56s in all sorts of crosswinds and never had an issue at 135lbs. The #1 feature you’re looking for is width. The wider the rim, the better in crosswinds. Not always the case, obviously. But that is your best hope as a layman.
If you end up with a narrow rim, use a 23mm tire for best results.
