Frame size shouldn't matter. Typically smaller wheels help smaller frames more due to getting rid of toe overlap issues.
559 is a gigantic move from 622 or 630. What frame and what brakes would you intend on using?
584 is typically do-able on most road bikes, but I've never heard of a 559 conversion.
