Because its a German company and some companies over there represent 622m wheels as 28". Its just as accurate/inaccurate as calling a tire 700c. Are all 700c tires actually 700mm in diameter when inflated?...of course not, yet we use 700c still.

622mm wheels take 28" tires, 29" tires, and 700c tires.
