Does this look like a crack? Never noticed it before, was hanging the bike up and saw it underneath the top tube. I must have bought it like this. I rubed my finger over it and don’t feel any edges.

Looks like a bad weld. It could also be a sign of a front end collision. Check the top of the top tube and the downtube as well, for similar signs of folding.

I'd mark the edges of it and monitor closely. If it is a crack, that's not the best place to ignore one. I continued riding my old mountain bike with a cracked seat tube, but I knew that even if it gave way the result wouldn't be catastrophic. Head tube joints are a different story.
