It's almost certainly Ishiwata 024, as 27.0mm would be the correct size post and it's an appropriate tubeset given the level of workmanship on the frame. The only Tange possibility would be Champion Pro but that seems unrealistically optimistic given the mass production workmanship and Ishiwata fork.
It's definitely just a touch heavier than my 531 Mercian frame and my Tange Champion
#1 Univega, so that does seem to rule out Champion Pro. Looking at some of your other posts, it looks like Ishiwata 024 is rated for heavy touring, and a nice tubeset nevertheless. Thanks for the info!
