Brake bridge sleeve

I'm trying to re-animate a Raleigh Super Course frame I bought. Tried mounting the rear brake caliper, and the bolt wouldn't go through the hole in the bridge. Then I saw that the tube, or ferrule, or whatever, through the bridge is not brazed to the bridge, but loose. And the end near the seat tube is crimped. Is the looseness of this tube an acceptable thing? I've got several other bikes -- 3 are Raleighs and one is Carlton-made, and I don't recall ever seeing the tube through the brake bridge not brazed solid. Is it going to work like this -- will the rear brake be jittery?
