Pardon my question here, but that looks like a Diamond Back Axis, not a Apex. Axis were higher end than the Apex's . Looks to be a 1991 model.

Oops. My bad. Definitely an Axis, and an Axis that’s giving me fits. The previous owner really cob jobbed it. Wrong length bottom bracket, and other such atrocities. Every time I think I have it working, I find something else wrong with it. Uggghhhhhhh. Wish me luck.
