I think you could go as early as beginning of April. The first part from Pittsburgh to Cumberland has campsites every 50 miles or so and CC touring placess as well.

The second part from Cumberland to Washington DC seems to have a plethora of campsites and plenty of CC tour establishments.

There are apps for both parts right from the organizations that care for the trail with most up to date information.
