Cinelli did make 22.0 stems, but I'm not sure about black. Cinelli marked these 22s with a small countersink on the back side just above the slot.
This comment made me realize I should probably mark up my original post.
I'm open to 3TTT and other brands. As long as the general look is roughly in ballpark with the 1A posted in my reply. There are some companies (Pivo, Belleri, etc.) I'm fairly sure didn't make any black anodized stems. I know 3T and Cinelli did, but not sure when it all started.
