Actually, I've gotten some sweet deals via "make an offer" ads. They're often posted by people who don't know what they're selling, or don't care, and just want the bike off their hands.
That being said I would want to see proof of ownership. Unlock it: anyone can take a pic of a locked bike.
+1; I'm always suspicious of ads featuring photos of bikes locked in public.
