That little device on the chain stay is to guard against chain slap. Not quite as elegant as what Fuji put on some of their bikes in the 70's, but quite effective.
Amazing acquisition. Just be cautious with the tubes/tires. They look great, but even in the best storage conditions, time takes a toll.
