Encampments at the gates.... or more contemporarily "Hooverville's"....... have always been with us. Sure... it's partly mental illness, part drug usage, some crappy local government/management. But in reality these homeless camps will only be cured with a regional up-tick in economics.
Once it is much more rewarding to work and wash.... that is what people have historically always done.
