I guess my takeaway from so many homeless refusing any assistance is that basically and figuratively, this is the lifestyle they prefer and easily adapt to. Regardless of the conditions connected with the help, you can always go back to the encampment(s) once you've taken advantage of the assistance offered.
They have found their piece of the puzzle and that piece is an encampment on the SART.
