Are you "pulling" the tire our of the rim for th e picture? If so, then that looks like the damage is right on the part of the tire that sits against the rim. If you ride with low pressure, then the tire sidewall could be getting "cut" by the rim. I don't want to advocate over inflating your tires, but under inflation can be bad as well.
