Chainrings are the same proprietary 128mm BCD units the very desirable cotterless aluminum Nervar Star crank takes. If you scrap the cranks, the rings are probably worth something on eBay. I am guessing 52-47, which was a very common Bianchi spec. through the 1960s.

T-Mar is correct (as always) regarding year of manufacture, with the leading 1 denoting 19x1. Based on components and frame design, x in this case is clearly 7.
Yep, would expect it to be 70mm and if original, which I assume it is then definitely should be kept for posterity at least, regardless of condition.

Can always be used for reference, placeholder or show, no way I would ever scrap any part of that crank.
