Yes, those were banned. The idea was the rider could push back or brace against the back of saddle. There were other variations on the theme. Anyone remember the tether? Where this simply does not work is braking on steep downhills, where anyone fast enough to use this kit would need to slide off back of saddle and weight the rear wheel. Same with the tether. When gymnastics are needed to make bike work the rider is locked in place. Thus unsafe, thus banned.

In any oldtimer competition very hard to imagine a referee would be a stickler on this one. Will work better on a flat TT.
