Yes they are available. Dia Compe for sure. Tektro sells some too I think. Make sure you order 25.4 mm!! (assuming that's what you need) I accidentally ordered 28.6 a few years back, not realizing that they would even make this size -- a size that did not exist when top tube cable clips were used.
I think that they are mostly stainless now, since it has become cheaper from a production standpoint.
